Frank updates these gauges monthly. If the numbers seem low, Frank would like you to know that he considered going higher and decided against it after reading the news for five minutes.
Frank has watched Congress for 30 years. Eight percent is generous. Frank rounded up.
The 11% is entirely local weather forecasters and one sportswriter in Omaha. Frank checked.
$36 trillion in debt and now selling access to presidential statements on social media. Frank tried to go lower than 3. The gauge would not let him.

How Frank Measures This
Frank reads the actual legislation, the actual budget documents, the actual voting records. Not the summary. Not the press release. The document.
Frank has been paying attention since 1987. That is not a boast. That is a measurement baseline. The numbers mean more when you remember what they used to be.
Forty years of watching people in power say one thing and do another develops a calibration that no poll can replicate. Frank trusts his gut. His gut has a good track record.
Every metric is measured against what the Founders actually designed this country to be. Not what it has become. What it was built to be. Frank considers this the only honest baseline.

The Congressional Competence score has not broken 15 in the three years Frank has been tracking it. July 2026 is not looking like the month that changes.
American Resilience is the number Frank watches most carefully. It has never dropped below 85 in Frank's tracking. Frank finds this meaningful. The country is not its government.
Frank's Optimism held steady this month despite considerable evidence suggesting it should not have. Frank considers this either resilience or stubbornness. Probably both. Frank is fine with either.
